Can FAA overhaul air traffic navigation?

The FAA last week hired ITT to develop satellite-based navigation technology that it says will help alleviate air traffic congestion. Our question for this week: Do you have confidence in the FAA’s ability to deploy this new technology on schedule and within its budget? Do you think it will alleviate congestion delays, or will that also require cooperation from the airlines in not over-scheduling flights at peak periods?

My primary concern is the timeline. Estimates have this project taking 10 to 15 years to complete. I'm not stupid or simplistic enough to think this could be implemented in a year, but 10 or more years? Just think about the countless delays that will occur during that decade-plus period. It's all unacceptable. Do you find this valuable?
