What's the best way to solve delay problems?

The government is considering hourly limits on the number of flights operated at New York JFK and possibly other congested airports, as well as fines for airlines that operate chronically late flights (see this week’s story). What do you think is the best way to solve the problems of delays – impose new government regulations and penalties, or let the free market sort it out somehow? Post your comments here.
